Oversight and Policy Board

 

 

December 10, 2004


 

IVN sites were Burleigh County EXT, NDSU FLC 322, LaMoure County EXT.

 

The following attended: Cindy Swenson, Rachelle Vettern, Brad Cogdill, Kale Van Bruggen, Mike Ostlie, Rick Schmidt, Julie Hassebroek, Juanita Brown, Jackie Buckley, Stanna Flom

 

Absent: Mike Hanson, Linda Hauge, Gail Slinde

 

 

  • Discussed the purpose of board. Brad to update document and redistribute to members.

 

  • Brad to complete a term rotation schedule and distribute to the committee.

 

  • Discussed 4-H Dress Code. Reviewed document in detail and suggested to approve for next 4-H year with revisions discussed.  Brad to update and send to committee for review. Once revised, Stanna will send out as ShopTalk enclosure and put in registration material for state events.

 

  • Committee will meet quarterly each year. The following dates were set. Jan 10, April 11, July 11, and Oct 10 from 1-4 pm CST.

 

  • Approved the 4-H Communication Arts Programming document. Stanna informed Carrie of approval and she will review with Karen.  Brad to send updated dress code document to Carrie to insert in Communications Arts piece.

  • Discussed procedures of 2nd place teams going onto National event. Committee of Mike Hanson, Cindy Swenson and Brad Cogdill to work with Dean Aakre to bring proposal to Jan. 10 meeting.

  • Page 277, paragraph 4 of the 4-H Handbook has information to review and possibly revise on 2nd place team involvement. Brad to share document with committee by next meeting.

  • Discussed clarification of 4-H program and policy review. Will use the 60 day review process for county input. If no input, approve issue as is.

  • Discussed 4-H age change to age 7 versus age 8. Brad to contact Karin Bartoszuk on what research shows in regards to competition at age 7. Discussed that after 2 years of Cloverbuds, youth are bored and would like to enroll in projects and compete. Will review at Jan. 10 meeting. Dean Aakre would be a valuable resource for this discussion for age versus “grade.”

Lease Agreements

 

Discussion was held on lease agreements. It was decided that:

 

  • Do we support the idea of leasing breeding livestock

  • It is available in many other states

  • Brad will send out the forms he has to the committee so we can look at them before the Jan. 10th meeting

  • This would not go into effect until the 2005-2006 4-H Club year

 

Lamb docking

 

Rick brought this up. He mentioned that there is a new device and he has sent the information to the state fair board. We discussed that the docking rule was not put in place by the extension service. The superintendents do not like to be the enforcers of this rule. Suggested that livestock policy subcommittee (see next item) consider this item.

 

Livestock Policy subcommittee

 

Since there were several livestock issues brought forth to the policy committee it was decided that these issues be turned over to the extension agents and/or specialists who work as livestock superintendents at the North Dakota State Fair. This committee would then bring forth recommendations to the policy board for consideration as adoptions as policy. Those individuals are: Bill Klein, Jackie Buckley, Rick Schmidt, Doug Bichler, Craig Kleven and Lisa Pederson.

 

15 passenger van use

 

They are now prohibited for youth for extension staff to transport youth. This board has been asked by leadership team to bring some recommendations to leadership team.

  • How much money do we provide – 8 winning teams, and 2nd place teams

  • Would the extension service provide more funds

  • Are there other alternatives to transportation

  • Can trailers be put behind the vans

  • Request more funds from the 4-H Foundation

Rick has talked to the ND Department of Transportation and said the vans are 40-50% safer because the wheel base has been lengthened, NDSU still allows the use of the vans. The vans still do not meet the National Transportation Standards. Rick has been talking to Keith at State Fleet Services. Rick will get his name to Brad.
