  North Dakota 4-H enrollment and program participation statistics are collected and reported on Form CES-237 and submitted annually to the Cooperative State Research, Education, and Extension Service (CSREES) in the United States Department of Agriculture (USDA). 

North Dakota uses the Blue Ribbon youth enrollment program to record and aggregate participation statistics from each county. Data collected includes delivery method, gender, grade in school, ethnic and racial classification, and program area. Programs are classified into the following categories:

            Citizenship and Civic Education
            Communication and Expressive Arts
            Consumer and Family Science
            Environmental Education and Earth Sciences
            Healthy Lifestyle Education
            Personal Development and Leadership
            Plants and Animals
            Science and Technology 

Each of these categories has several sub-categories to further clarify program type.
