April 1, 2004 Federal Assistance for Agriculture Continuing to Expand in North Dakota Federal dollars flowing into North Dakota in the form of federal expenditures totaled $6.4 billion in 2002, an 8.5 percent increase from $5.9 billion in 2001. According to the recent Population Bulletin, a monthly publication by the North Dakota State Data Center at North Dakota State University, between 1999 and 2002, federal expenditures increased significantly throughout the state, 12 percent per year on average. Much of this increase can be attributed to agricultural assistance payments, the largest share of federal monies in North Dakota. Nearly 29 percent of all federal expenditures entering North Dakota in 2002 were agricultural assistance payments. That is up from 26 percent in 2001 and 17.9 percent in 1999. The second largest share of federal expenditures, 21.5 percent, was paid directly to individuals for federal retirement and disability payments in 2002, down slightly from 22.7 percent in 2001and 26.9 percent in 1999. “During the same time period, less than one percent of the federal monies coming into North Dakota were for food stamps or housing assistance combined,” according to Richard Rathge, director of the North Dakota State Data Center. Per capita federal expenditures in North Dakota totaled $10,151 in 2002, up 7.7 percent from 2001 after adjusting for inflation. North Dakota ranked third in the nation in per capita federal expenditures in 2002. Per capita federal spending topped $10,000 in three states - Alaska ($11,746), Virginia ($10,220), and North Dakota ($10,151). Throughout North Dakota, 2002 per capita federal expenditures ranged from a low of $5,091 in Mercer County to a high of $29,123 in Divide County. In addition, 16 North Dakota counties had federal expenditures of more than $15,000 per person in 2002. ### Source:
