The challenge of the new law requiring proof of financial responsibility, coordinating the training, and editing this Pesticide Quarterly has been interesting and rewarding. I am a retired North Dakota Department of Agriculture pesticide inspector. Education with training meetings and testing is different than education with the "hot" pen on the inspection report. During the 10 years I spent as an NDDA inspector, I noticed improvement in compliance with the law, the label, and especially safety requirements.
This office is charged with issuing certification cards for all commercial categories. As you know, this is done only after you attend a training session and pass a written test. Retesting is required every nine years after the initial test. If you or a new employee needs to get certified/recertified, please note the schedule for training on page 19. We also coordinate the private pesticide training through the county extension offices and could not function without the cooperation of the extension agents.
The new proof of financial responsibility requires an extra step for you, as an applicator, to take. Pleas read rules in the Law section, and send necessary financial information, or if you qualify, the waiver at the end of this issue.
Andrew Thostenson will start as the pesticide coordinator with the NDSU Extension Service on February 1, 1998. Andrew has been Pembina County Extension Agent with an emphasis in cropping systems since September 1996. Andrew did his undergraduate work at the University of Idaho, graduating in plant science with a major in crop management and a minor in agribusiness management. He holds a master's degree in plant science with a major in plant pathology, also from the University of Idaho.
Prior to coming to North Dakota, Andrew worked as agronomist and managing director of the Spectrum Crop Development Corporation, Clarkston, Washington, for 10 years. At Spectrum, Andrew worked with producers on the development of the canola industry in the Pacific Northwest. While with Spectrum, Andrew also worked on the development of domestic and export markets for canola and other alternative crops.
Andrew has also served as interim extension agronomist in Adams County, Washington, and as area extension agronomist at Washington State University, Pullman.
Andrew is married and has two children.

Douglas Kuruc, Colfax, was named North Dakota Agriculture Association "Outstanding Applicator of the Year." Kuruc is agronomy manager for Harvest States in Mooreton and Galchutt.
Laverne Anderson, Edgeley, was named North Dakota Agriculture Association "Outstanding Dealer of Year." Anderson is agronomy manager of Farmers Union Oil Co. in Edgeley.
Commissioner of Agriculture Roger Johnson presented the awards at the association's meeting in Fargo on December 2, 1997. "Mr Kuruc and Mr. Anderson have demonstrated concern for the environment and a thorough knowledge of the products they sell and apply," Johnson said.
Thanks to dealers and applicators like Mr. Kuruc and Mr. Anderson. North Dakota is a leader in the safe and effective use of pesticides and other agriculture pesticides.
Dr. Richard Zollinger, NDSU Extension Service weed specialist received two awards in 1997. Zollinger was presented the prestigious "Amber Award" at the U.S. Durum Growers annual meeting in Minot.
Zollinger was also selected as the 1997 recipient of the North Central Weed Science Society Distinguished Achievement Award in Service. The award was presented at the 1997 North Central Weed Science Society meeting held in Lexington, Kentucky.
